Public water system operators in Texas who perform process control duties in production or distribution of drinking water must be licensed with the Texas Commission on Environmental Quality (TCEQ). Class D is the entry level for Water System Operator licenses in Texas. In order to get your Class D license, you must meet the following education and work experience requirements described below.
Education and Work Experience Requirements
- Education: High School diploma or GED.
- Work Experience: No work experience requirements
After meeting the education and work experience requirements, you must apply for and pass the Class D Water Treatment Operator exam.

- Submit an application and fee to TCEQ
- Receive approval from TCEQ to take the exam
